Black Lawyer Appointed to City’s Ethics Commission

CNS - An attorney who is employed by Los Angeles County and is past president of the Black Women Lawyers Association of Los Angeles was unanimously approved to the city Ethics Commission last Wednesday. Nedra Jenkins, an appointee of City Controller Laura Chick, will replace Bill Boyarsky, whose five-year term on the commission ends this month.

“I look forward to working with the four other people who sit on the Ethics Commission. There’s some exciting issues that are before the city, and I welcome the opportunity to do due diligence and make positive changes within the city,” Jenkins said.

Jenkins is a principal deputy county counsel for Los Angeles County and a graduate of UCLA’s School of Law.

“She is a person of great character, of fine integrity. She has a great commitment and enthusiasm for government service,” Chick said.

“She will be an outstanding member—and not a shy and meek member—of our Ethics Commission.”

The Ethics Commission’s five members are responsible for overseeing the city’s campaign finance and lobbying laws. The mayor, controller, city attorney, council president and council president pro tem each appoint one member for a five-year term.

Council Approves Clean Fuel Incentive Plan for L.A. Port

CNS - An incentive plan to pay ship operators who switch their main engine fuel to a lighter fuel as they approach the Port of Los Angeles was unanimously approved recently by the Los Angeles City Council.

The Marine Fuel Incentive Plan is intended to reduce emissions as part of the Clean Air Action Plan, which was developed in 2006 by the Los Angeles and Long Beach Harbor commissions to cut port-related pollution by 45 percent over the next four years.

Under the plan, ship operators must pre-register with port officials and commit to use distillate fuel at a minimum of 20 nautical miles from the port complex. Operators will then be paid the cost difference between heavy fuel oil and distillate. The program will cost an estimated $4.2 million to $8.5 million a year. The incentive plan will end June 30, 2009.

Inglewood PD Shooting under Investigation

CNS - An Inglewood police officer with an anti-gang task force fatally shot a suspected gang member who turned on him during a foot chase, concealing his left hand as if he had a weapon, authorities said. The death in an alley behind 11118 Crenshaw Blvd. occurred about 6:20 p.m. on July 1, said Inglewood police Lt. Bryan Mylar. The name of the young man, who was in his 20s, was unavailable at the time, a coroner’s spokesman said.

According to police: Two officers with a uniformed gang task force spotted some suspects loitering in the area, and one of them ran south into an alley, using his left hand to discard cash and drugs. One of the officers chased the suspect, who turned and confronted the officer, ignoring orders to show his hands and keeping his left one concealed in his waistband. The officer, believing the suspect was armed, fatally shot the man. Investigators with the District Attorney’s Office will take a look at the case, as is routine in officer-involved shootings.
