This is a wonderful article. I hope Mr. Irish does well. I have one idea that may help in the mission to achieve maximum effect: make reaching out to young people the project's number one goal. That may require that you place immediately the best and brightest of Los Angeles' 18-25 age demographic in positions of responsibility previously unconsidered. Youth will know how to reach their own. 
 
One signficant thing happened between now and when most of our city leaders grew up: the internet. Youth will be able to use the internet to reach the program's target market.  
 
Once the program's activities and themes are apparent and marketable, school districts, grass roots, and philanthropist will be led into wonderful achievements in education and training.  
 
Focus on the internet Mr. Irish
